The federal government owns about 2 million personal computers, and approximatelyoperable computers become surplus each year. In the first year of implementation, 30, to 50, computers were donated to schools, many of which were not in operating condition.
However, most of these are not operable. Based on estimates given us by the private sector, we estimate that 10 to 35 percent of surplus computers are in good working order. If we use 20 percent as a reasonable figure, that would translate into approximatelyworking surplus computers available for donation from the federal government.
Computers For Learning Program. The Computers For Learning (CFL) program evolved as a guide for implementing Executive OrderEducational Technology: Ensuring Opportunity for all Children in the Next Century. The CFL website enables schools and educational nonprofit organizations to obtain excess computer equipment from federal agencies.
Executive Order (3CFR, Comp., p) requires, to the extent permitted by law and where appropriate, the transfer of computer equipment for use by schools or nonprofit organizations.
